I have a lot to say about this part and this chapter as a whole. When the first Professor mentioned that a mad scientist was expelled and went missing in the prologue, the first thing to come to my mind was Dick Hardly, Utonium's old college roommate from the OG episode "Knock It Off". But still, really didn't expect it to really be a PPGZ version of him, presuming that it's the same character or based off him.

I also wonder if those two twins are Alfa and Beta, or at least a nod to them. Considering Natsuki made a cameo in the first chapter, I'm assuming the former, and I bet that girl reading the book is loosely inspired by Mandy from The Grim Adventures of Billy and Mandy (A show that I've admittedly never seen but have heard great things about).

Also, Kuraki is a cool name and I think it's clever that you made his hero name "Bullet" after the Powerpuff Squirrel (Including his little squirrel sidekick). I wonder what Kuraki means though?

This part and the chapter as a whole was amazing. There's a lot of great character moments, especially Utonium's talk with Haine, and the villains are really cool. I'm honestly excited to see where the story goes. I hope we see more on how Haine deals with the burden of being a hero, and some follow up on what was on Luna's mind in chapter 3, as well as more of their families.

Also the lighting and colours weirdly reminds me of this random peanuts comic from 1966:
